H.B. 318

Background:
The Ohio Citizen Advocates for Chemical Dependency Prevention & Treatment informs us that the Ohio House of Representatives is considering a bill this week, H.B. 318, which will repair a hole in the state’s budget by postponing the fifth of the five scheduled reductions in income tax until 2011. The rates for 2008 are extended to taxable years beginning in 2009 and 2010. The final 4.2% reduction previously scheduled would take effect in 2011.

Without the passage of this bill, it is possible that we will see additional cuts in alcohol and other drug prevention and treatment. However, it is important to note that passage of H.B. 318 does not fix any of the massive cuts that the behavioral health system has already sustained.

Advocacy Action Requested:
Contact your Ohio House Representative and urge him or her to pass H.B. 318 and amend it to direct some of the funds to replace the massive cuts already made to the alcohol and other drug prevention and treatment services/ behavioral health system.
