ADAMHS Board of Cuyahoga County Selects Jason Joyce as Chief Executive Officer

Accomplished leader positioned to build on agency’s commitment to community behavioral health access for County residents

(CLEVELAND, Ohio)The Alcohol, Drug Addiction & Mental Health Services (ADAMHS) Board of Cuyahoga County today announced its Board of Directors voted to appoint Jason Joyce as its new chief executive officer. Joyce brings more than 19 years of experience serving vulnerable populations, with a focus on ensuring individuals have access to high-quality health and recovery services. Joyce assumes the role on Nov. 10, succeeding former CEO Scott Osiecki who retired earlier this year.

“I’m honored and excited to take on this role at such an important time for behavioral health in our community,” said Joyce. “Working alongside the ADAMHS Board’s dedicated team and our many partners, we will continue building a system of care that is innovative and accessible to all. Together, we can make a lasting difference in the lives of Cuyahoga County residents.”

Joyce is the president and CEO of Hitchcock Center for Women, a local organization providing addiction treatment and recovery services for underserved women. During his tenure, Joyce positively impacted the organization, transforming it into a thriving and respected community agency with more than $4 million in cash reserves. He also led the effort to secure more than $27 million in funding for Hitchcock’s new housing unit and residential treatment center.

Prior to joining Hitchcock Center for Women, Joyce served as the chief clinical officer at Recovery Resources, overseeing the evaluation of the organization’s service portfolio and supporting a strategic partnership with MetroHealth. He also held leadership positions at Bellefaire JCB and was the longest-serving president of the Council of Agency Directors.

“Jason is a values-driven leader with a track record of successfully guiding organizations in Cuyahoga County,” said Board Chair Patricia James-Stewart. “Throughout his career, he has demonstrated strong financial stewardship, strategic and operational excellence, and a deep understanding of our community’s behavioral health needs. The Board looks forward to working alongside him to support our staff, providers and partners in delivering a preeminent, seamless and integrated system of care.”

Joyce began his career as a home-based therapist, giving him direct experience with populations and services central to behavioral health. His leadership approach spans four critical areas: people, process, technology and data, which has allowed him to cultivate a presence that is both approachable and principled.

He holds a Master of Education in Community Counseling and a Bachelor of Arts in Psychology. He is a Licensed Professional Clinical Counselor with Supervision Designation (LPCC-S) and a Licensed Independent Chemical Dependency Counselor – Clinical Supervisor (LICDC-CS).

The Board also acknowledged the instrumental role played by its executive search partner in identifying top candidates for the position.
