ADAMHS Board Highlights Recent Findings from Comprehensive System Study

The ADAMHS Board of Cuyahoga County has released a comprehensive system assessment highlighting both the strength and scale of its behavioral health network, while identifying key challenges that will shape the Board’s strategic direction in the years ahead.

The assessment finds that the Board oversees one of the largest and most complex behavioral health systems among peer counties, anchored by strong community partnerships and a broad continuum of services spanning prevention, treatment, recovery and crisis care.

At the same time, the report underscores the need for a more disciplined and data-driven approach to funding, transparency and long-term financial planning amid increasing fiscal pressures and evolving state requirements.

The assessment reinforces the ADAMHS Board’s role as a leader in behavioral health system planning and coordination, while making clear that future success will depend on strategic prioritization, transparent decision-making and sustained investment in data-driven governance.

The assessment was structured around five integrated areas of focus, including:

Provider Network Structure, Capacity and Distribution

A robust quantitative analysis reviewed claims data, service utilization trends, provider payment structures, contracts and revenue composition. The study also included ZIP code-level mapping of provider locations to better understand alignment with community needs and transportation access.

Stakeholder Engagement and Qualitative Insights

Through interviews, focus groups and public forums, the assessment captured feedback from providers, community members and system partners. These efforts highlighted key strengths, operational challenges, equity considerations and perceptions related to access and funding transparency.

Financial Structure and Sustainability

A multi-year financial analysis examined revenues, expenditures, audited financials, levy allocation trends and provider funding patterns to assess long-term fiscal stability and identify potential risks.

Peer County Benchmarking

A comparative analysis of similarly situated Ohio ADAMHS boards to assess network scale, staffing configuration, funding mix, crisis architecture, and structural efficiencies.

Strategic and Statutory Alignment Review

An assessment of alignment with Ohio Revised Code Chapter 340, Senate Bill 138 requirements, the 2021–2025 Strategic Plan, and the 2023–2025 Community Assessment and Plan.

As the Board moves forward, these findings will inform efforts to strengthen access, improve equity and ensure long-term sustainability for the residents of Cuyahoga County, including for the CY2027 Request for Proposals.
