The ADAMHS Board of Cuyahoga County launched the Care Response Pilot Program in September 2024 to provide an alternative to police-led behavioral health crisis response in Cleveland zip codes 44102 and 44105. The program deploys unarmed teams, licensed mental health clinicians paired with certified peer support specialists, to respond 24/7 to mental health crises through the 988-crisis line
