ADAMHS Board of Cuyahoga County

The ADAMHS Board commissioned a study to evaluate structural configuration, fiscal sustainability, governance alignment, stakeholder experience and long-term strategic positioning of the Cuyahoga County’s behavioral health system.

The assessment finds that the ADAMHS Board operates a large behavioral health system with complex funding structures and strong community relationships. However, fiscal pressures, geographic access disparities, workforce shortages, and evolving statutory requirements necessitate a disciplined shift toward prioritized funding, enhanced performance transparency, long-term financial planning, and integrated data-driven governance.
