Jason Joyce, LPCC-S, LICDC-CS
Jason Joyce serves as the Chief Executive Officer of the Alcohol, Drug Addiction & Mental Health Services (ADAMHS) Board of Cuyahoga County, the public authority responsible for planning, funding, and overseeing a comprehensive system of mental health and addiction services for the county’s residents. Appointed in November 2025, Jason provides executive leadership for system strategy, fiscal stewardship, and program oversight.
Prior to his appointment to the ADAMHS Board, Mr. Joyce served as President and Chief Executive Officer of the Hitchcock Center for Women, a nationally recognized provider of residential treatment and recovery housing for women and their children. Under his leadership, the organization secured $27 million in public and private funding for a debt-free treatment and housing facility, significantly expanded organizational reserves, increased treatment capacity, and implemented a comprehensive strategic plan. He strengthened clinical quality, expanded referral networks, and enhanced compliance and performance monitoring while elevating the Hitchcock Center’s regional visibility and influence.
Earlier in his career, Mr. Joyce held senior leadership roles at Recovery Resources, including Chief Clinical Officer and Senior Director of Clinical Services. In these roles he directed a multidisciplinary workforce of more than 150 employees, managed a $9.5 million operating division, and successfully led major system transitions, including Behavioral Health Redesign implementation and the organization’s integration into MetroHealth’s electronic and operational systems. His work modernizing IT and clinical operations improved service delivery, regulatory compliance, and financial performance.
Mr. Joyce began his career in child and family behavioral health at Bellefaire JCB and Child Guidance & Family Solutions, where he directed foster care and adoption programs, improved fiscal and operational outcomes, expanded community access, and delivered evidence-based treatment services. Across his tenure in nonprofit and public leadership, he has demonstrated a consistent record of organizational transformation, financial stewardship, and commitment to strengthening community behavioral health systems.
Mr. Joyce holds a Master of Education in Community Counseling from Kent State University and a Bachelor of Arts in Psychology from Ohio University.
